Summary

MCE was commissioned by Western Downs Regional Council (WDRC) to complete a design options report and cost estimate for the relocation of an existing raw water pump station, floating intake and main feed line running between Tara’s western lagoon and Tara Water Treatment Plant (WTP). A suitable outcome was developed through the utilisation of Value Management principles and techniques to hone-in on the best value for money option considering all stakeholder needs and the development of three options. A detailed risk assessment and safety in design assessment was also carried out on all options. MCE also prepared detailed budget estimates and whole of life costing to assist in providing a triple bottom line assessment of the options. Benefits of the recommendation included enhanced Water Security and reduced operator time involvement in the sources of raw water. The work required development of options, value management assessment, risk assessment and budget estimation.
